Department of State - Agency Wide Supervisory Disbursing Specialist in Charleston, South Carolina
This position is located in the Bureau of the Comptroller and Global Financial Services, Office of the Associate Comptroller, Office of Global Disbursing Operations (CGFS/S/DO) in Charleston, SC. The Office of Disbursing Operations manages disbursing activities for federal agencies overseas within CGFS's area of jurisdiction by processing electronic and check payments and collections, approving foreign currency transactions, maintaining local currency and U.S. dollar bank accounts and monitoring cashier operations. Disbursing Operations is responsible for safeguarding and accounting for all official funds received by the disbursing office and for making disbursements in accordance with existing laws, regulations and instructions.
The Supervisory Disbursing Specialist serves as Chief of the Payments and Cashier Monitoring units and performs the full range of supervisory and managerial responsibilities either individually or through the subordinate supervisor/team leaders, and functional staff members in accordance with the established organization mission and functions. The incumbent also serves as an Assistant U.S. Disbursing Officer (A/USDO), that has signatory authority in areas of responsibility and assumes the full duties and responsibilities of the United States Disbursing Officer in his/her absence.
This position is not eligible for telework.

- Determines and plans the work to be carried out by the staff; determines training and resources needed for the accomplishment of the work; allocating resources and ensuring the effective use of those resources; coordinates activities of the division with other organizations as appropriate; develops performance standards and measurements for the division.
- Manages and oversees the financial controls over the Disbursing module of the Regional Financial Management system (RFMS/D).
- Develops, coordinates, and publishes the department's financial regulations, directives, and procedures.
- Establishes and maintains the internal control program for financial systems and programs and ensures compliance with those internal control requirements.
Occasional travel - Some travel may be required 10% or less of the time.

Qualifying specialized experience must demonstrate the following:
- Experience managing the functional operation of payment production and cashier monitoring financial programs.
- Experience developing or directing the development of new or changed internal operating procedures and instructions for financial policies.
- Experience advising management and officials on matters pertaining to the safeguarding, accounting, collection and disbursement of monies. There is no substitute of education for specialized experience for the GS-14 position.
